The relationship between the three tiers

1. The Federal government is the central authority that oversees the conduct and function of the other two tiers of government. The powers of the federal government are to cover all the states of the federation and local government under them.

2. The State government has powers over its territories only. They receive directives and funding from the federal government as well as other constitutional provisions. They have powers only to make legislation on issues that are not on the federal concern. They also supervise the local government under their jurisdiction.

3. The Local government often referred to government at the grass-root level is answerable to the state government. They are created to provide services of significance to the local community. Their effort at providing such local services is to complement the federal and state governments’ effort of providing services to its citizens.
